Direct Benefit Transfers involves digitalization of Government payments to the beneficiaries under different Schemes. It helps in increasing efficiency and better targeting of Benefit Oriented Schemes of the Government like payment of wages, subsidies, scholarships, minimum support price for procurement of different commodities.

It provides transparency in Government payment system and promotes financial inclusion and is a part of the reform of the Public Service Delivery System in Government and ensures faster flow of information and funds as well as de-duplication and accurate targeting of the beneficiaries.

In accordance with the Guidelines issued by the DBT Mission of Government of India, a State DBT Advisory Committee has been constituted under the Chairmanship of Development Commissioner-Cum-Additional Chief Secretary.

The State DBT Cell has been set up in Finance Department with the Principal Secretary, Finance as the State DBT Coordinator. The State DBT Cell functions under the overall guidance of the State DBT Advisory Board and will provide technical and secretarial staff for rollout of DBT in the State.

The State Governments are mandated by the DBT Mission of Government of India to develop a State DBT Portal.It will have linkages to National DBT Portal, PFMS, Portals of the State Implementing Agencies and IFMS of the State Treasury. The State DBT Portal is a dash board for display of disaggregated data of DBT under the on-boarded schemes from the State Level to G.P Level.
